Hagar Urges Swift Review of Anti-Trafficking and Survivor-Support Grants Following U.S. Government Foreign Funding Pause
Over the last few days, Hagar received notifications from USAID and the U.S. Department of State’s TIP Office to pause all programmatic and financial activities funded by U.S. Government Agencies. This decision follows the new Administration’s Executive Order on Reevaluating and Realigning U.S. Foreign Aid, and immediately affects our programs in Afghanistan and Cambodia.
While the review is underway, Hagar is urging swift action to ensure critical support for victims of human trafficking and modern slavery are not disrupted.
Human trafficking and exploitation remain pressing moral and security issues that directly impact U.S. economic growth, national security, and diplomatic relations. Every day, millions of individuals around the world, particularly vulnerable girls like Maya* face heightened risk of violence and exploitation.
In 2024, Maya was trafficked by an American citizen living in Cambodia. Without U.S.-funded programs, she would not have been rescued or received the vital care she needs to overcome trauma and rebuild her life. And, without U.S-funded programs, Maya’s trafficker would still be at large in the community threatening other children.
However, because of U.S-funded programs, Maya received critical care and support after her rescue, and her American trafficker was arrested and is undergoing criminal investigation.
The pause in funding jeopardizes the progress made in combating trafficking and leaves survivors like Maya without life-saving support such as shelter, trauma-informed care, and legal aid. These programs are integral to strengthening global justice systems and combating criminal networks that undermine the rule of law and global stability.
